How PayPal Works

You create a PayPal account with an email address, then link a bank account, debit card, or credit card as your funding source.

Friends & Family (F&F): Sending to someone you know. Free from your bank or PayPal balance. No buyer protection on either side. Use this for splitting bills, reimbursing friends, or casual transfers.

Goods & Services (G&S): Used when you’re buying something from a seller. The seller pays a 2.9% + $0.30 fee. As the buyer, you receive PayPal Purchase Protection — if the item never arrives or is not as described, you can file a claim within 180 days.

PayPal Buyer Protection

PayPal’s Purchase Protection is what sets it apart from Venmo, Zelle, and Cash App for purchases:

  • Covered: Item not received; item significantly not as described
  • Time limit: File a dispute within 180 days of payment
  • Process: Dispute → negotiation period with seller → PayPal decides if unresolved

For any purchase from a seller you don’t know personally, always choose Goods & Services, even if the seller requests Friends & Family (a common scam to avoid protection).

PayPal Balance: Is It Safe?

PayPal holds your balance in pooled accounts at FDIC-member banks. By default, your balance is not FDIC insured at the individual account level. To get FDIC protection:

  1. Open the PayPal app
  2. Go to your balance or financial services section
  3. Look for the FDIC sweep program / savings option
  4. Opt in — eligible balances are then swept to partner banks and covered up to $250,000
